A charge starting with FSP* on your statement
FSP* means you paid a business that takes cards through Fullsteam, a US company that owns software used by parking lots, limo and shuttle firms, associations, training schools, party rental firms and others. The name after FSP* is the business you paid. Refunds come from that business.12
StarChapter, one of Fullsteam’s software companies, tells its customers that people who pay them "will see "FSP - " followed by the merchant's name" and that "FSP refers to Fullsteam".1 Think back to parking, an airport car park, a car service, membership dues, a conference or class sign-up, or a bounce house or tent rental around that date.
This is not the same as FS * or FSPRG. Those are
FastSpring, which sells software and online subscriptions.
Who is behind it
Fullsteam was founded in 2018 and is based in Auburn, Alabama and Atlanta. It buys software
companies and builds its own card payments into their software. It says it serves more than 60,000 businesses, and
lists associations, parking and ground transportation, self storage and marinas, weddings
and events, wineries, repair shops and healthcare practices among its
industries.23
Its legal name shows up in public records: a Texas county education department’s September
2022 disbursement report lists 13 card payments under FSP*TRANSACTIONS (FULLSTEAM OPERATIONS LLC).4
What it looks like on a real statement
The State of Delaware publishes every purchase its employees make on state cards, with the
merchant name as the bank received it. When we counted on 29 September 2026 it had 2,299
lines starting FSP*, under 149 different names, from March 2020 to August
2026. The count grew every full year, from 123 in 2021 to 586 in 2025.5
The largest groups are parking lots and garages (686 lines), travel, which here means limos, shuttles and charter buses (431), membership organisations (386), and recreation such as party and bounce-house rentals (279).5
Every one of the 2,299 lines is written FSP* with no space. None of them uses
the FSP - form StarChapter describes. 596 lines stop at exactly 25
characters, which leaves 21 for the name, and only four lines, all from one limo company,
are longer.5 Long names lose their ends:
| What the statement said | What was cut off |
|---|---|
FSP*DENTAL ASSISTING NATI | The end of the organisation’s name, from the middle of "national" |
FSP*INTL ASSOC OF EMERGEN | Everything after "emergen", so you cannot tell which emergency field it is |
FSP*NAT SCHOOL PUBLIC REL | The end of "relations" |
FSP*BACKYARD ADVENTURE RE | The last word, which says what kind of business it is |
FSP*DOVER POOLS - SOUTH D | The branch: the same company also appears as - NORTH D, - MILFORD and - SEAFORD |
FSP*MADISON CONCOURSE HOT | The end of "hotel" |
Short lines are often an association’s initials: FSP*NCSC,
FSP*NACM, FSP*IHMM.5
Some banks also print a phone number and a state after the name. A Michigan nonprofit that
publishes its bank statements shows a $495 card payment as
Fsp*Gbta 703-684-0836 VA.6 If your
line has a number like that, search it along with the name.
How to find what it was
- Think about the kinds of places that use it Parking, especially off-airport and monthly parking. A car service, shuttle or charter bus. Membership dues or a conference fee for a trade or professional association. A CPR or certification class. A party rental, bounce house, tent or pool service. A storage unit, marina or winery club.
- Search the first words, or the initials, with the place and the date Put the first one or two words after FSP* into a search engine. If it is a string of capital letters, add "association" or the field you work in; it is often an association’s initials.
- Search your email for a receipt
Search for the name and for the exact amount (for example
495.00). Parking and car services often send the receipt from the software’s name, not the business’s. - Ask the business, not Fullsteam, for a refund The business refunds you from its own software. StarChapter tells its associations they can "process refunds" themselves and that the money "will typically take 5 to 7 business days" to reach the card.1 Commerce7, Fullsteam’s winery software, tells wineries they can refund a payment in Fullsteam’s own portal, where it can be looked up by the last four digits of the card.79 Give the date, the amount and your card’s last four digits. Ask in writing if you can, and keep the reply.
- If you cannot place it, or never used that business, go to your bank Fullsteam’s website has no page for people who were charged; the only complaint form on it is for the Canadian card industry code of conduct.8 Bring your bank the statement line exactly as printed, the date and the amount, and what you already tried. Ask what its deadline is for disputing a charge. It depends on the bank, the card network and the reason, and missing it can end your options.
A pending FSP* line that went away
Commerce7 tells wineries that a payment refunded on the same day, before that night’s batch, is voided: neither the charge nor the refund goes through, and "the Customer may see a 'pending' charge on their statement and it usually drops off within a few days".9 A pending line that disappears without a matching refund line is usually that.
Is this fraud?
Usually not. In Delaware’s data the FSP* lines are parking, car services, associations, classes and rentals, the same industries Fullsteam lists.35 A line you do not recognise is most often a business whose name was cut short, or an association you pay once a year.
But an FSP* prefix does not make a charge genuine. If you have been through the steps above and still cannot place it, treat it as unauthorized: call your bank, ask for a new card, and dispute it.
Why this page is on a site about held money
The businesses behind FSP* lines are paid by Fullsteam, and a processor can hold that money
back. StarChapter says its associations are normally paid 2–3 days after a sale, and that
the deposit shows as "Fullsteam SV9" on their bank statement.1 The incident record has no Fullsteam holds yet. If your line
starts SQ *, that one is Square; WPY* is
WePay, used by many clubs and race sign-ups; EB * is
an Eventbrite ticket; SPI* followed by a power or TV
company is a bill paid through Speedpay; CTLP* or
USA* for a few dollars is a vending machine or laundry
machine with a Cantaloupe card reader. Other lines are in
the table of statement names.
